INVITATION TO BID FOR (PROCUREMENT OF INFRASTRUCTURE PROJECT) CONTRACT NO. 2026-MARIIS-DIV-RPIS-01 MAGAT RIS: LOT 1: REPAIR/REHABILITATION/REPLACEMENT OF PUMPING STATION NO. 1 REPLACEMENT OF SOLAR SUBMERSIBLE PUMP, WIRING, AND ACCESSORIES, INTAKE GATES AND LIFTING MECHANISM WITH ACTUATOR AT VILLA DOMINGO, ANGADANAN, ISABELA The National Irrigation Administration - Magat River Integrated Irrigation System Head Office, through the FY 2026 General Appropriations Act (GAA)3 intends to apply the sum of Two Hundred Million Pesos Only (Php 200,000,000.00) being the Approved Budget for the Contract (ABC) to payments under the contract for 2026-MARIIS-DIV-RPIS-01; MAGAT RIS: LOT 1: REPAIR/REHABILITATION/REPLACEMENT OF PUMPING STATION NO. 1 REPLACEMENT OF SOLAR SUBMERSIBLE PUMP, WIRING, AND ACCESSORIES, INTAKE GATES AND LIFTING MECHANISM WITH ACTUATOR AT VILLA DOMINGO, ANGADANAN, ISABELA. Bids received in excess of the ABC shall be automatically rejected at bid opening. The National Irrigation Administration - Magat River Integrated Irrigation System Head Office now invites bids for MAGAT RIS: LOT 1: REPAIR/REHABILITATION/REPLACEMENT OF PUMPING STATION NO. 1 REPLACEMENT OF SOLAR SUBMERSIBLE PUMP, WIRING, AND ACCESSORIES, INTAKE GATES AND LIFTING MECHANISM WITH ACTUATOR AT VILLA DOMINGO, ANGADANAN, ISABELA.4 Completion of the Works is required within Three Hundred Sixty-Five (365) calendar days only. Bidders should have completed, within three (3) years from the date of submission and receipt of bids, a contract similar to the Project. The description of an eligible bidder is contained in the Bidding Documents, particularly, in Instructions to Bidders (ITB). Bidding will be conducted through competitive bidding procedures using a non-discretionary “pass/fail” criterion as specified in the IRR, otherwise known as the “New Government Procurement Act (NGPA)”. Bidding is restricted to Filipino citizens/sole proprietorships, cooperatives, and partnerships or organizations with at least sixty percent (60%) interest or outstanding capital stock belonging to citizens of the Philippines. Interested bidders may obtain further information from National Irrigation Administration - Magat River Integrated Irrigation System Head Office and inspect the Bidding Documents at the address given below from 8:00 AM to 5:00PM, Monday to Thursday. 5) A complete set of Bidding Documents may be acquired by interested bidders on 02 September 2026 - 23 September 2026 from the address below and upon payment of the applicable fee for the Bidding Documents, pursuant to the latest Guidelines issued by the GPPB, in the amount of Fifty Thousand Pesos Only (Php 50,000.00). Bids must be duly received by the Bids and Awards Committee (BAC) Secretariat through manual submission at the address indicated below on or before 23 September 2026, 08:45 AM. Late bids shall not be accepted. All Bids must be accompanied by a Bid Security in any of the acceptable forms and in the amount stated in ITB Clause 16. The award criterion to be adopted for this procurement of infrastructure project shall be the Lowest Calculated Responsive Bid (LCRB).
